Confesso que tive uma certa dificuldade para compreender esta passagem de um discurso do Barack Obama.
Alguém poderia me ajudar?

(a parte em negrito é onde estou em dúvida se são os pais de quem ouve, OS TEUS PAIS, possibilidade bem quase-impossível, ou OS PAIS DA CRIANÇA. Mas por conta de não ter o contexto todo só posso dizer que tenho 80% de certeza da maneira que traduzi)Isso significa nós precisamos estar lá para os filhos e filhas dos nossos vizinhos. Nós precisamos voltar ao tempo, voltar ao dia quando nós pais olhávamos alguém, alguma criança fazendo besteira e -essa não era a sua criança, mas eles irão te repreender (no sentido de açoitar) de qualquer modo. Ou, ao menos, eles irão contar aos pais da criança -os pais irão! [enfatiza apenas]. Sabe / Você entende. Esse é o significado de comunidade!
Eu tenho quase certeza que o todo está total e corretamente traduzido, porém existe a possibilidade de erros, assim peço que membros mais experientes possam nos ajudar Manoel

Dá impressão que "they" seria as crianças e "you" os pais...

Whup in this context would be more like "smack 'em up side the head", a blow neither light nor heavy, intended to cause fear more than pain, as part of doling out corporal discipline prior to a verbal tearing down.
