I don't think a waiter would understand "1 by 2" to mean you are sharing a plate. Maybe it's a British expression.
When I want to share (compartilhar) a plate with a friend I ask for an extra plate or I tell the waiter we would like to share a plate. Some restaurants will charge a fee for sharing a plate. Here's how to say it:
"We would like to share the Caesar salad."
If you want your sandwich cut in half, say:
"Please cut it in half"
