A package deal is often a special price (as indicated by the word "deal") for a wide assortment of things and/services. "Tourist packages" are good examples. For one price, you get a hotel, transportation, meals, tips, etc. At least in theory, the price you pay for everything (the package) is less than if you pay for each service or product individually. It's unfortunate that no context was given.
