"Hang fire" is a term used to describe a round (cartridge, bullet, shell) that does not discharge as expected. You pull the trigger, the firing pin strikes the primer, and nothing happens. A hang fire can be VERY DANGEROUS because the firearm may discharge in 5 seconds or 5 minutes, or probably not at all. Possibly the primer or gunpowder is wet or damp. Possibly the firing pin is broken.
The term is rarely used except in the context of firearms, cannons, etc. This is the first time I have heard/read it in the context of Urban Dictionary.

Isto falando genericamente. Especificamente ainda pode se ter uma "munição retardada", a que pode explodir em minutos ou talvez nunca, mas nunca se sabe...daí o "hang" uma situação meio sem saída, como em "hung parliament" (onde não há maioria na casa, e disso pode resultar em nenhum acordo/nenhum mínimo denominador comum...).
Nno caso de munição falhada - geralmente picotada mas a espoleta falhou - em caso de munição de pequeno calibre. Situação também em que se diz que "bateu pino".
