Hoje, encontrei um texto, onde essas duas alternativas podiam se encaixar, daí fiquei com essa dúvida. Obs.: Apesar de nesse caso, em específico, parecer ser a alternativa A, gostaria de saber se a alternativa B também é possível com essa mesma frase.

Albert, pela estrutura da sentença creio que realmente a A seja a resposta correta.
Isso porque foi utilizada a estrutura: "I waited for Mr Balfour to say something."
Se você fosse esperá-lo para (você) lhe dizer algo, em inglês:
"I waited for Mr *** to tell him something."
Eu esperei por ele para lhe contar...
Ou ainda
"I waited to tell him something."
Eu esperei para contar a ele...
Note: Quando dizemos algo a alguém em inglês damos preferência a contar "tell."
