"Ledge" é uma superfície protuberante, frequentemente localizada em um local alto, como no topo de um penhasco, por exemplo. "Ledge" pode ser também o parapeito de uma janela. No caso da frase, "ledge" é provavalmente a superfície na borda da ponte, de onde a pessoa pretende pular (para se suicidar). Eu não sei se existe uma palavra em português que corretamente traduz este termo. Alguns dicionários sugerem "saliência", mas "ledge" é muito mais específico do que "saliência".

Maybe the ledge in your piece of news it´s the bridge railings (peitoris) or maybe it was the saliences (aqui, pequenos vãos laterais - isto é, no próximo link para o site).
