I´d like to know if the translation below is correct or if there is a better option:
"A notary in the Brazil state of Sao Paulo has sparked controversy by accepting a civil union between three people.

MOVE: manobra (jurídica) ou ato - fiquei tentado a traduzir como "escritura" por causa do contexto (é possível esta interpretação?)
SERVICE PROVIDERS: previdência pública
HEALTH INSURANCE PROVIDERS: operadoras de plano de saúde

A minha primeira ideia quanto a SERVICE PROVIDERS foi a sua sugestão (prestador de serviços), mas no contexto (service provides and private companies), me pareceu que há uma contraposição de conceitos entre público e privado. Será que, contextualizado, "service" não pode ser traduzido como público (serviço público, no caso)?
