Pegando o contexto do livro, dá para interpretar a frase do tópico como As pessoas, agora, estavam vivendo a sua melhor fase. No entanto, não consigo entender como essa frase foi construída, utilizando o past.
Li outros tópicos onde o uso do past foi bastante abordado:

No entanto, essa frase que apresento não parece se encaixar em tais definições. Tentei enxergá-lo como adjetivo, verbo, substantivo, advérbio, preposição... mas, nessa frase, infelizmente não consegui.

I agree with "Ricardo F. Bernardi". It expression seems to mean something like "the people have passed their apogee age".I began to try to understand the things I had seen.
