Tighten the screw on somebody/something é um idiom. De acordo com o the free dicitionary:
tighten the screws on somebody/something also put the screws on somebody/something
to make it harder for someone to do something: ( pressionar alguém para fazer algo, dificultar as coisas para que uma pessoa faça algo)
Government agencies need to tighten the screws on illegal immigrants.
As Agências do governo precisam ser mais duras com os imigrantes ilegais.
We are putting the screws on that country to end its history of helping terrorists.
Nós estamos pressionando aquele país para terminar sua história de ajuda aos terroristas.
ou
Nós estamos dificultando as coisas para aquele país para ele terminar sua história de ajuda aos terroristas.
Na notícia da Reuters, o idiom se refere às sanções que a União Européia está impondo contra a Rússia para tentar fazer com que a Rússia desista da ocupação e anexação da Criméia. (ações mais duras para tentar fazer com que este país eslavo desista da anexação da península da Criméia)
