"To tether" means to tie to, to attach to, to connect to, etc.
The writer is discussing a camera that requires nothing else: no human, no source of electricity, etc. It is completely free, one-hundred per cent unattached and independent.

I thought about two possillities, that is, with the meaning of "sem fios" (livre de cabos para passar as fotos para um computador, por exemplo). A very usual situation when related to navigatint the internet with cellphones or storing data via internet with the use of cellphones.

But then, the above chunk put emphasis in the fact of the powering, so it would be of a "cordless" camera, with no need of a power cable (read recharger), perhaps powered by solar energy (so, yes, I am on the same page with Thomas that one).

Untethered - desplugado, sem uso de cabo (que seria plugado em um computador - ou no caso do carregador - sem precisar de um cabo, o do carregador. Portanto, sem fio.
