I think you could use 'true' instead of 'de facto'.

TRUE: having all the characteristics necessary to be accurately described as something.(Cambridge)

You could also use 'attend to' in place of 'look after'.

Sim,faz sentido,gramaticalmente falando, o uso de "viva" no lugar de "vivo".Mas há uma tendência de se usar "vivo" e outros adj masc.

Que tal "Oasis of excellence" para "Ilha de excelência".

Would you add "occasional"? Oases are by definition few and far between, but it sounds right to me.

"The occasional oasis of..." or "an occasional oasis of..."?
