Worth repeating: public health services in brazil - Tradução em português

Brazil will be a de facto emerging country only the day that a top notch power broker is looked after in a public hospital (excluding isolated showcases such as Incor), comes out alive and well, and praises the public health service.
Can you reword that to make it more emphatic?
Regards

Brazil will only truly be an emerging country the day that a high ranking authority figure is ... [what you wrote].
Is that what you're looking for?
Is that what you're looking for?
Henry,
I think you could use 'true' instead of 'de facto'.
TRUE: having all the characteristics necessary to be accurately described as something.(Cambridge)
You could also use 'attend to' in place of 'look after'.

I'd say: "Brazil will be a real emerging country only when..."
Taking some of your suggestions into consideration:

There's probably something more apt for "ilha de excelência".

Valeu!

AMPLIANDO O VOCABULÁRIO
I work in a public hospital as a bureaucrat and I can offer no guidelines or advice as to a top notch power broker going on a power trip after realizing he won't come out of it alive and well. Others of a lesser kind have successfully walked out of it unscathed.
Donay, that`s an excellent suggestion. So now we have
Brazil will only truly be an emerging country the day that a high ranking authority figure is cared for in a public hospital (excluding the occasional oasis of excellence, such as Incor), comes out alive and well, and praises the public health service.
Would you add "occasional"? Oases are by definition few and far between, but it sounds right to me.
"The occasional oasis of..." or "an occasional oasis of..."?

Henry,
I think that "occasional oasis" sounds perfect.
Thank you for the nice post.
