Neste caso,pode-se dizer tanto "turn on the lights" quanto "turn the lights on".O mesmo vale para "turn off the lights" e "turn the lights off".

Does any decided difference exist between turning on the lights, putting on the lights and switching on the lights? (If you turn them on, do you put them on or switch them on?) Which one of the phrasals gets used the most, do you know?

I think the main difference is the frequency that they're used, and I believe "turn on" is the most used one.
