Usar "must" no lugar de "might"

I have found this sentence in a article at http://www.newscientist.com. I would like to know if I can change the modal "might" for "must" in the excerpt below without change the sense.

Three-quarters of the babies who die or are brain damaged during childbirth in the UK might have been saved by better medical care, an inquiry has concluded.

Se você trocar "might" por "must" na frase vai alterar o sentido. Ao invés de "poderiam ter sido salvos", ficaria "deveriam ter sido salvos". Então, altera sim o sentido da frase. I hope I've helped you..!!

Isso. O contexto pede um "might"; um "must" desvirtuaria as contestações dos médicos ou, pior, deixá-los-ia numa saia-justa.
