Como fica a voz passiva da frase: People think that he is too jealous of his wife.
Está correto alternativas como:
1) He is thought to be too jealous of his wife.
2) It is thought that he is too jealous of his wife.

Sim. As duas formas na passiva estão corretas.
Voz ativa: People think that he is too jealous of his wife.
1. He is thought to be too jealous of his wife.
2. It is thought that he is too jealous of his wife.
Na verdade, estas são duas formas comuns de se fazer a passiva de frases em inglês. Possível com verbos como "say", "think", "know".
A (2) é a passiva impessoal porque usa-se a a forma impessoal "it is".
