No inglês falado sim. As contrações devem ser evitadas no inglês escrito.
As contrações do verbo "to be" referente à sua dúvida, não podem ser feitas da maneira que você escreveu. As contrações ocorrem somente na fala.

When reading some educational magazine (or academical ones), Speak Up for example, they transcribe an interview with someone -say a musician - and when he makes such sentences they let it as it was said, but it goes along with a "sic" (aka in Portuguese "o erro não é meu, é do autor).

Then, in the setting of school work, it´s not proper English. But, say, if it was a student of yours, would be an opportunity to present him the concept of "very colloquial/informal" ways. Let him/her know that it´s possible that people use it, outside the academical field, though.
