Verbos no Infinitivo

What the correct form?
“I’ll make an cookie” or “I’ll to make a cookie”
“I’ll do it” or “I’ll to do it”
I guess that the correct form is TO MAKE, because is an infinitive verb.
Do I need to use this structure “To + verb” to infinitive verb, like comer, beber etc?

you cannot use "to"
