Olá! Deparei-me com a seguinte oração:

The US says the new sanctions are designed to (...) clamping down on evasion of already existing restrictions.

Alguém saberia me explicar o significado do phrasal verb to clamp down on? Achei no dicionário, mas queria destrinchá-lo para assim o memorizar. Por que o uso do down e do on? Só posso usá-lo com a preposição on? Alguém sugere um macete para memorizá-lo? Obrigado!

"clamp down on" is an expression that means:

"tomar uma posição em relação à algo/tomar medidas/combater algo/reprimir ou limitar (algo - geralmente negativo ou que cause desconforto social, financeiro, etc)/tomar medidas...(em relação à algo que se queira suprimir ou diminuir a influência, etc/impedir (algo)/restringir/conter...

Indeed, the "on" in the "clamp down on" is used in the sense of "dealing with"... In this case means that they are "dealing with" the issue of

On the site Wordreference there´s a "clamp down" and a "clamp down on" that means "reprimir/combater com força".

I would say that to go down to such minutes of language, in this special case, would not do any good to memorization or usage per se. I have answered the "on" thing this time, more like an aside note (since out of your curiosity you have asked - but focus on the whole not the parts of the sentence in this case).
