If the context is about 'displaying outstanding skill, knowledge, or experience in a given field': it could be expressed as "accomplished" (something a waiter could be), talented, gifted, skillful.
If he is a new hire, we could think also of "experienced" (and efficient, has 'know how') he is a 'new kid on the block' in this restaurant but he might have worked elsewhere before...
That and "clever/smart/sharp" plus "perceptive/quick/ " as well (another meaning to "on the ball".
If this sentence is said about the habit of the guy getting to work early, the sentence could be morphed into "he is really punctual/is always on time"
