Em inglês americano, a expressão in the military é a mais comumente usada e aceita para se dizer que alguém é militar. Em inglês britânico, é possível tanto in the military quanto serviceman ou servicewoman. Não utilize he is military, she is military nem I am military. O termo military não é correto dessa maneira (entre americanos ou britânicos), para dizer que uma pessoa é militar.

Lendo seu post, Jack, me lembrei de um filme de 2009 chamado "The Messenger" cujo roteiro é exatamente sobre essa sua dúvida. O filme é sobre a difícil tarefa de um "casualty notification officer".

Eu já vi muitas vezes quartel ser traduzido como Headquarters
Vi no google esse significado:
"the premises occupied by a military commander and the commander's staff."

Então dá para ser usado ou não?

Well, como to think of it, there is a scene on Saving Private Ryan about a casualty notification. The movie was released on July 24, 1998. Steven Spielberg's movie is loosely based on the Niland brothers' story.

Resumidamente, the Navy é a Marinha, pessoal embarcado, navios, pessoal de operações aéreas de apoio, etc.
Marines seriam os Fuzileiros Navais, uma espécie de infantaria, pessoal treinado para operações anfíbias, infantaria, etc.
A Guarda Costeira seria o pessoal mais centrado nos serviços internos (afetos à navegação doméstica, operações de busca e salvamento, vigiar a costa, etc). Só em casos especiais (na falta de pessoal) é que lançam mão deles para ir pra outros países.

Há ainda as chamadas "Forças Especiais", grupos com treinamentos avançados especiais, 'Green Berets' e 'Rangers' (do Exército) e os Delta (Delta forces - também do exército) que recrutam dos Greens/Rangers (infantaria) e de outras forças, inclusive da Guarda Nacional e Guarda Costeira.
E o equivalente ao Delta Force (dentro da estrutura da Navy), existe o SEALS-team six, que faz a mesma função e tem praticamente o mesmo treinamento, recrutando dos Navy Seals. Pense num BOPE, ou passa numa espécie de treinamento 'hard' ou pede pra sair! :-)
