The beggars are people who need help because they do not have home, almost any money and usually do not havy a good family members for help him or her. It is very important to help those people but give just the money is not a good idea.

There is doubt, give a "cash" is a good thing for help these people. But the problem is: You do not know how the beggars are going to use the money. He or She can use to buy drogs and that isn't good for the society. So, instead of give just the money, you can buy food or search a good job for this kind of persons.

Secondly, the monay donations, for some beggars, can cause acomodation. So, the persons can stay in a addiction circle. They will not work for a better life because they know that there are people who can help them any time. The government assistence, given for those people, is a good example of that.

That way, It is very important to have in mind that beggars are people and they need to be respect like everyone. Help people who need help is part of "to be human" and each one need to contribute for a better world.

Existe alguma regra para isso?

Yes, after a preposition we use an ING verb (that is, a verb in the gerund form).
The topic would be "gerund and infinitive with verbs"/verbs followed by gerunds or infinitives, etc.

Sendo FOR uma preposição, ela modifica o verbo posterior o colocando no gerúndio, sem contudo, altera-lo, o sentido permanece o mesmo da forma infinitiva do verbo. Deste modo, tanto FOR quanto TO poderiam ser usados: (FOR HELPING) ou (TO HELP).

Com verbos, a preposição FOR pode ser comumente usada em substituição ao TO, para expressar FUNÇÃO: (You need something FOR storing your shoes), ou MOTIVO/RAZÃO: (Beyoncé is famous FOR being a good singer).

* Qdo o objetivo for o de expressar INTENÇÃO/OBJETIVO, obrigatoriamente deve-se usar a forma infinitiva: (He´s in The UK now studying TO BE a journalist).
