Dúvida de Pontuação - frase complexa com "and"

Hello guys,
My question concerns the phrase below. Do I place a comma before the "and" in "and at worst" or after? Which of these three possibilities is correct? Is there any other problems in the wording of this setence?

1) He attracts to his class students who, at best, are only interested in moving on to the next grade and, at worst, what they really want is to mess up the place.

2) He attracts to his class students who, at best, are only interested in moving on to the next grade, and at worst, what they really want is to mess up the place.

3) He attracts to his class students who, at best, are only interested in moving on to the next grade, and at worst what they really want is to mess up the place.

Overall, what might represent in EL a wording issue in this extract is its phrase arrangement. Positioning these idioms (AT BEST/AT BEST) in the middle of the sentence is not functioning well, and ultimately, it is leading to this comma misconstruction or overexploitation.
I would only suggest you replace the words - and hence, it may lead you to this question solving, as it follows:

"At best, he attracts to his class students who are only interested in moving on to the next grade, and what they really want is to mess the place up, at worst."
