Ele viu o filme?
Have you returned the belt?
Você devolveu o cinto?
Those are questions to a "yes-no" answer, so there is the inversion of the auxiliary verb and the pronoun ( has he...?).
Where has she shopped?
Now, we have a where question and the "has" suggests an event with a focus on the result (and in the present) and the effect is important up to now.
Where have you traveled?
