It doesn't depend on whether the weather is fine if you say weather like whether or whether the weather is wet in which case you can say weather like whether too. Do you follow me?
For me they have the same pronunciation.

Vale ressaltar que na escrita fonética existe uma diferença, mas realmente a pronúncia é praticamente igual.

As Felipeh6 states, there should be a slight difference if we are pronouncing words perfectly.
However, most natives pronounce them in exactly the same way in normal speech and use the pronunciation of 'weather' for both.
