Actually, some grammarians avoid capitalizing it because taken as a whole it doesn't have to do with nationality, it would be just 'a way of speaking' naming a culinary item.
It would be neither about language nor about something about the country.
To illustrate the point, the Panama hat is a misnomer, the hat is of Ecuadorian origin, and the Ecuadorian workers wore their hats when the Panama canal.
You will find also "Panama hat" and "panama hat" elsewhere, many would 'associate it' with the country.
