I beg to differ. You could exert a muscular or physical effort on something, say lift a weight, it would be an ephemeral/short-lived action.
If you want to talk about making an effort of will (and/or a mental one etc) we could say that "to achieve your/one´s goals you have/one has to put effort on a consistent basis".
With "consistent basis" you combine "no pain no gain" with "practice makes perfect".
It doesn't always mean "everyday", think of someone that does physical exercise, he/she don´t do it everyday or don´t do it with the same frequency or load. It would lead to injuries and fatigue.
So, I choose "consistent" meaning "in a regular way".
