Para dizer "Subnotificação" a sugestão é "Under reporting", vista muito comumente também nas versões em palavra única "Underreporting" ou separada por hífen "under-reporting".
O mesmo vale para o verbo "subnotificar", com o equivalente em inglês "under-report".
I.e.:
- The UK's daily death toll updates for Covid-19 could be underreportingthe true number by a significant margin, according to government numbers published Tuesday. ( cnn )
- These methods have indicated that China, Italy, and the US are all underreporting cases by a similar order of magnitude. ( businessinsider )
- I believe according to the FBI rapes are considered to be very under-reported. ( economist )
Gostaria de alertar e sugerir para não usarem o termo "subnotification", me parecendo ser uma tradução direta da palavra portuguesa para o inglês que parece não ser adequado. O Google registra menos de 3 mil registros para essa palavra (pouquíssimo, e o tema do covid está em grande alta), e a maior parte desses registros são em artigos brasileiros ou espanhóis traduzidos para o inglês.

The virus is known to have infected more than 3.6 million and killed more than 251,000 people, according to a tally by Johns Hopkins that all experts agree is an undercount because of limited testing, differences in counting the dead and concealment by some governments.

Webster defines undercount as: to count fewer than the actual number of. In the above case, because of underreporting.
There are other cases of undercounting; though. As the counting of voters population, they minimize the size of some population in a given district ('redistributing' to the neighbouring district, etc).
In other words, the "subnotificação" here is equivalent to a "subestimação do número (de)".
That is - "subestimação do número" (de casos) is due to the "subnotificação" (underreporting) in the case at hand. But the piece of news equates one to the other.
