If you lend money to a guy that is used to 'welch on his deals', chances or that he (or she, etc) will give you some headache.
If he or she is a serial borrower, so it's always in debt it's also 'devedor contumaz'. In jest someone could advise not to lend, because the person is a 'D.A. Premium member' for life!
Context is a thing here, and both examples are outside of the bank or formal settings.
