"Had involved" x "Having involved"

Por que não " had involved" no lugar de "having involved" na sentença?
An early American use of the word "wildcat" was quite different. It was used to describe members of Congress who declared war on Britain in 1812. A magazine of that year said "the wildcat congressmen went home." It said they were unable to face the responsibility of having involved their country in an unnecessary war.

Having = Ter nesse caso (é o infinitivo de have). Está no gerúndio (ing) por vir após uma preposition "of"
A sua outra opção seria Past perfect, não é válida nesse caso.
Temos dois tipos de infinitivo, com "to" e com o segundo verbo acrescido do sufixo "ing"
Veja outros exemplos:
After having a long discussion, they agreed. (Depois de ter um longa discussão eles concordaram)
Before having a nice time crossing the country que worked hard. (Antes de se divertir cruzando o país ele trabalhou muito).
Prepositions= aflter and before.
