I took the liberty of googling your extract and found it on a Bloomberg's article. Then I also googled parts of it, tested other possibilities, and found other results like "xxx guided interbank interest rates higher".
- is the "higher" in this sentence related to "guided"?
I read many definitions of "guide" and could find nothing that would fit here...
I also researched about the latest news about Chinese economy, in Portuguese, and found "O banco central da China elevou a taxa de juros de seus títulos de três meses pela primeira vez desde agosto" (Folha de SP), "O banco central da China inesperadamente elevou hoje o juro de referência no mercado interbancário pela primeira vez em quase cinco meses" (Estadão), "o Banco Central da China subiu a taxa interbancária de suas operações de três meses" (Valor).
Ok, it makes sense, but... Why "GUIDED" ? lol
- "three-month bill yields" = notas/títulos de três meses (?). "bill yields" é uma coisa só ou o "yields" tem outro significado?

Tome essa expressão como um conjunto: "guided three-month bill yields". Yields (retornos) é a palavra-chave.
"Guided" aqui provavelmente tem o sentido de "administrado", ou "managed". Quer dizer, o banco provavelmente faz uma determinação do valor da taxa, e utiliza ferramentas de mercado para manter a taxa naquele nível.
Assim como o COPOM determina a taxa Selic. It's a "guided" rate of interest.

O banco central chinês a semana passada (encaminhou para cima) (aumentou) pela primeira vez a taxa dos bonds de tres meses.
Desculpe, sem a devida atenção, pensei em guided como modificador e não, simplesmente, como o verbo da oração. Todos essas taxas de bonds (bills) de curto prazo são determinadas (porque podem) pelo governo que as emite. (Só o mercado "sabe" ---consegue---fixar taxas de longo prazo...) "Guided" is just a fancy way of saying they raised the rate.

Yes, I would think so. I`m no financial expert, but at a simple level I understand that governments seek to move short-term interest rates up or down by auctioning blocks of bills or bonds at varying yields, as a tool of monetary policy. A successful auction at a new higher rate means that the central bank is effectively attempting to move borrowing rates higher in the money market, by absorbing cash, and lowering overall market liquidity. It can take opposite steps to lower rates. The "guiding" refers to the fact that it's a non-compulsory market operation (an auction).

I didn't know it was considered an "auction". We often hear about "Copom meeting", where analysts analyze and discuss many aspects of the economy and determine whether selic will be maintained at the same level, be increased, or be decreased.

I think in Shakespeare's "Henry V", before or after the battle is won, Henry's cohorts are discussing what they'll do afterwards, and someone says something like, "First thing we do, kill all the lawyers." If it was today, it would be Wall Street analysts. A pleonasm on all of them, I say!
