You are overlooking another possibility for "about time": acerca do tempo, tratar-se do tempo. Recently a film was released under the title "About Time". I think the title was meant to have two different meanings. Acerca do Tempo is certainly a good name for the film.

Mas se for "Já era hora de nós tentarmos ser pontuais.", nao seria melhor "It's about time we try to be on time." ?

Eu pensei que essa frase poderia significar que é sobre o tempo que nós tentamos ser pontuais.. mas ai teria que ficar "It's about the time we tried to be on time." né?

The structure "It's about time you did something..." mean "you should have already done something or started something. We often use this structure to criticise or to complain. Example;

1)It's about time the children were in bed. It's long after their bed time.
2)You're very selfish. It's about time you realised that you're not the most important person in the world.

The structure "It's about time to do something..." mean "something is on time do be done"; Example.

1)It's about time that we all get together (This is not a complain, neither a criticism)
2)It's about time (for us) to get up. (This is not a complain, neither a criticism)

OBS: Notice when we want to criticise or complain about something, the verb tense must be in the past simple.
