Baseado em sua explicação e exemplos, suponho que o half-beard seja uma barba "não-cheia", com um cavanhaque, alguma barba desenhada na lâmina ou mesmo uma barba de alguém que tem poucos pelos no rosto. Infelizmente, não acho um termo equivalente que abranja tudo isso em português ^^.

I think it could be thought as both in lenght and in volume (what makes a thicker beard), indeed a thicker beard is most of the time a lenghty (heavier one, as they say).

Example:
Santa Claus has a full beard and moustache.

In other words, the hair grow fully (so one have a heavier beard - that is, in lenght) and/or in volume (less wispy or even grown at half size of the hair).

So, in Portuguese "meia barba" in both senses can be found, the expression understood in that way too.

While at it, the question is about the Orwell writing, and at that time the notion of "meia barba" (half beard) as per some contemporary fad (someone with half of his face shaved and the other half untouched (with hair grown). It have been used by celebrities to draw attention, or for effect, but it hasn´t work out!

Não entendi o trecho em negrito. "Menos fofo ou mesmo da metade do tamanho do cabelo"?

Less wispy... - ...menos ralo/escasso, ou até a metade (em volume) da barba, no caso.
As per some... - segundo, conforme, de acordo (...com uma certa certa moda contemporânea).

Só mais uma dúvida: se é uma meia barba (seja em volume ou em comprimento), por que ainda usaram o hairy? Afinal, ou é uma meia barba ou é uma barba cheia.
