There is no equivalent in English, yet. [1] But a guy described the situation this way "Those who can, give orders and those who are smart obey them.”.
Perhaps it's a cultural thing, English-speaking people don't think of rules being bent by the very people that make them, on the pretext of authority. It's that obedience (theoretically) is more focused on the rules than on 'individual' authority (or that of a group). Certainly, there are exceptions and flaws to this assumption, the fact is that this cultural difference may hinder the translation of the proverb into English.
The two sides of the obedience are acknowledge, though:
“Any fool can make a rule And any fool will mind it.”
Henry David Thoreau
“The nail that sticks out farthest gets hammered the hardest.”
