Como dizer "Criar laços" em inglês

I believe that most of you have read or at least heard about "The Little Prince". There's a dialogue between the Little Prince and an untamed fox, which says:

"No," said the little prince.
"I am looking for friends.
What does that mean-tame?"

"It is an act too often neglected,"
Said the fox.
"It means to establish ties."

"To establish ties?"

Tame means cativar, adestrar and to establish ties means criar laços.

Here you can see another example:

Obama is Ready to establish ties with Cuba.
