Oi, gente!
Bem, aqui no Nordeste é comum,entre amigos, intitularmos de "fuleiro" alguém que não cumpre compromissos, até os mais corriqueiros, como, por exemplo,deixar de comparecer a uma festa...
Em inglês, qual seria a palavra ou expressão equivalente para descrever um sujeito assim?

Você pode dizer que alguém é "all talk (and no action)" (a definição em inglês se encaixa bem): talking often about doing something, but never actually doing it.
Exemplos de uso:
He's always saying that he's going to leave and get another job but he'll never do it. He's all talk.
The town's last mayor was all talk (and no action). [=the mayor talked about doing things but never actually did them]

Well, many words could be used, I think it depends on the person (age, background, if he/she uses slang/swear words, and so on...) and the situation at hand. Of course,
Likely words to "fuleiro" (referring to people):
A jerk, a liar, a compulsive liar, a sleazeball. And to say that he/she is "crap", to say that "she/he sucks" (by never keeping her/his word or promise), and other ways.
Fuleiro (to some products, materials, goods, etc): cheap, inferior, (something) with inferior/poor quality, "crap", worthless, etc.

It worth notice (to English eyes) that "fuleiro" is a word in Portuguese that has a pejorative ring to it. Many don´t think it´s the most polite or nice thing to say. Whereas many others would think of it as a mildly pejorative (if that exists
