Sim, "worth" pede o verbo seguinte no ING.

Is the TV worth fixing? (frase correta). Não deve ser usado o "it".

Veja mais exemplos:

• It is worth reading. [Vale a pena ler.]
• The book is worth reading. [Vale a pena ler o livro.]
• It isn't worth doing that. [Não vale a pena fazer isso.]
• The book is worth it. [O livro vale a pena.]

Você usa "worth" com "it" para dizer que alguma coisa ou alguém vale a pena. Observe.

The book is worth it.
O livro vale a pena.

The trip was worth it.
A viagem valeu a pena.

Não é correto, em exemplos como estes acima, omitir o "it". Você deve usá-lo. Esta é a forma natural.

If you don't use your English, it doesn't worth studying (it). (Incorreto)
If you don't use your English, it isn't worth studying it. (Correto)

Sim, o "it" neste caso, da segunda frase, está correto. Mas, o verbo é o "to be".

O "it" em "it is worth reading" está no lugar de um objeto (book, magazine, etc), por exemplo, the book is worth reading, the magazine is worth reading. O pronome "it" é usado no lugar de coisas, objetos. Essa combinação, objeto + to be + worth + verbo + ING, é fixa; devemos aceitá-la e aprendê-la e treinar em conversação para torná-la automática.

Em relação à frase "Studying English is worth it", essa também é outra combinação com worth que deve ser aceita e aprendida. Confira mais exemplos.
