A little correction, where it reads EV should read rev limiter.
I think it was that I was impressed with some EV (electric vehicles) reaching 1,000 km range abroad. So, EV stuck to my mind!

Can also be expressed by "hit the limiter" or "hit the rev limiter".In Brazil there we can many videos in which the concepts are a bit fuzzy, people generally meant "redlined" their motorbike engines when they speak of "cortaram o giro", because while reaching the maximum rotation limit the Rev Limiter actuated.
Actually what happens in such a case is that the "rev limit actuated", but you could say that when the engine reached a high rotation speed ) .
Once that limit has been reached, the EV ramps it down to a safe RPM (set in the electronically controlled EV).
So, you could say that the "Rev limit ramped the RPM down/ramped the speed down. (rotational speed, not the one of the car, I mean) or the Rev. Limiter actuated.
If you were at maximum RPM (say 5000 or 6000 for your engine) then you 'redlined' and the rev limiter 'kicked in'.
