Somehow I have that gut feeling that our friend Rucka meant the difference between "sue and prosecute"?
Yeah, I do think he meant ''sue'' instead of ''sew'' .
Sue means 'processar' >I'm gonna sue you <

As far as I know, in general both can be one and the same thing. That is, in the sense of "take someone else to court" (pursue a charge/lawsuit/some (legal) matter...etc)
Sue also has that meaning of "appeal to" (someone etc...)

Good that you mention the "as a general rule", since that to every rule there´s an exception (or two).

Anyway, perhaps in 99% of cases your comment holds. Plus, you´re right, it´s dealt by prosecuting attorneys - DAs, etc...(so, on behalf of the government).
