Utilizar "over" ou "all over" neste caso não faz sentido. Não melhora, não enfatiza nem torna mais claro o que se quer dizer. Sugiro apenas "at the same time".

I (a) learning English, Italian and Spanish (b) all over at the same time.

(a) am learning
(b) all over = again (de novo, novamente, mais uma vez)

Como o Thomas acaba de demonstrar, o uso de "all over" altera o sentido original de "at the same time". De "ao mesmo tempo", passa a ser "novamente ao mesmo tempo".

Entendi. É que nas conversations que pratico em um site, um nativo numa dessas conversas diz o seguinte:

...You just, you feel like you're a kid again, all over again ...

Pelo visto é beeem informal, e ainda está errado, não é ?

A situação é que ele pulou de paraquedas de um avião e ficou fascinado, tanto que disse que se sentiu como uma criança de novo!.(é o caso acima)

Só fiquei um pouco confuso, pq ele usou os dois ao mesmo tempo... O all over e o Again, já que os dois significam o mesmo.

Vale notar que a frase "You just, you feel like you're a kid again, all over again." significa "você se sente como se fosse uma criança de novo, tudo de novo., ou toda (ela por inteiro)".
