Rodzilla: correto. A diferença é que "to run out of time" significa que o tempo está acabando, e "to be out of time" significa que o tempo já acabou.
Strictly speaking, yes - I'm out of time implies that there is no time left at all. But you could probably use either one of the two in this context, and nobody would call you out on your faulty logic.
If I'm not mistaken (and please, do correct me if I am), one can also be out of time.

I see. So even if you're late with some work thus not being able to pay attention to other people, you'd say "I'm running out of time, my paper is due tomorrow and I've yet to write 15 pages" and never "I'm out of time"
