Yes, siege usually suggests somehow being physically surrounded, but it really can have also other meanings as 'incursions/personal overtures':
As in "Edward's siege had no effect; Marilyn still refused to marry him."
(in Portuguese sometimes we use the word 'cercar' as well to that end.)
