Yes, the first wording could be used, I would only add something: "illegal confiscation of salary" (we always assume - part of it, not the whole), and then you would elaborate on how. That is, that the employee´s job would depend on agreeing with it/such practice, dictated by the politician himself/herself (hence, illegal).
