Yes, the first wording could be used, I would only add something: "illegal confiscation of salary" (we always assume - part of it, not the whole), and then you would elaborate on how. That is, that the employee´s job would depend on agreeing with it/such practice, dictated by the politician himself/herself (hence, illegal).

As in "local officials or congresspeople/politicians taking a cut of employees' wages in exchange for their jobs"? (in exchange for the employee´s jobs, I mean).
Luckily we don´t have such a thing in this world! I don´t believe it happens anywhere... Such an awful thing to do.
