Você pode usar um no lugar do outro quando quiser ( ou quase ), mas "issue" vem do verbo "to issue", dá uma sensação de algo novo, ou então de algo periódico. "edition" é algo feito para ser mais permanente, menos descartável.
Uma revista tem the fourth issue ( a quarta edição ), mas ela tem uma special edition ( edição especial ).
Uma revista tem digital issues ( edições digitais ) ou digital editions ( edições digitais ).
Um livro tem the fourth edition ( a quarta edição ) e não the fourth issue ( eu pelo menos nunca vi ); mas it's reissued after some years ( re-editado depois de alguns anos ).
Uma revista tem the fourth issue ( a quarta edição ), mas ela tem uma special edition ( edição especial ).
Uma revista tem digital issues ( edições digitais ) ou digital editions ( edições digitais ).

When you see in the sentence " By the late 20th century the Digest had 39 editions worldwide in 15 languages,..." it means that for example, the American Edition is different from the one from the UK or Canada. So, the word "issue" wouldn´t be the best choice of word there.
