Yes, because you may want to say "2/3 empty", meaning that only 1/3 of the tank has gasoline.
My tank is 2/3 full.
My tank is 1/2 empty.

And no.
I have 2/3 of a tank. (Entende-se que 2/3 do tanque tem gasolina.)
