It can be, but sometimes they don´t are the same thing. Many would say that 'sounds' would imply the use of words (something that has been voiced), "and seems" would be used with any context.
But then most of the time they are interchangeable.

An example would be you listening a song, then being asked to give an opinion "sounds good!" could be about the sensation of the sound creates in your ears and in you, and "seems good" would be about your opinion in general.
Again, it´s not a clear-cut 'threshold' to differentiate one from the other.

Your example, "sounds like fun" would be more likely, not because of the above reasoning, but 'cause it´s a fixed expression of sorts.
