Para disponível use "available":
"Is your teacher available at ... (time)?"
"Is my teacher available at 2 o'clock?"
"Is Mr. Smith available at half past nine?"
"She is available at seven."
Quanto à segunda:
"My teacher can change the class time."
"My teacher may change the class time.
"My teacher might change the class time."
