Como dizer "O que ele quis dizer?" em inglês

Is it right to say: "what has he wanted to say?"

Should I use the present perfect in this situation?

What did he want to say?
It can be found, and sometimes it seems like being used with either the senses of "what did he mean?" or "what did he wish to say?"
The latter could also mean that he wanted to say "something more" but somehow he said other things, strayed from the point, ended up not saying what he wanted to. Or he chickened out, he wished but for some reason he couldn´t. (as in the sentence: that is what I wanted to say, but you guys didn´t let me to.)

What did he mean? Is more widely used these days and leaves no ambiguity.

On the other hand :

What I wanted to say was...
What I want to say is...

As as statement - not a question, is rather used to reword what you have said at some point, or to add new facts/details.
