Continuous form of the verb "To Understand"

Well, I've read in some sites that it is not correct to use the verb 'understand' in the present continuous. Yesterday however, I was watching CNN and there was the writing ''Understanding England's costumes'' . So, why some people say it's incorrect to use it in the continuous form? Could you please clarify it to me?
