If - at the beginning of a sentence usually requires a second clause, so a comma would come in handy in the text:

Por que vírgula antes de " in PDF format"?

Se "..., in PDF format," seria uma espécie de aposto. Sendo com "and", a palavra faz a pausa e termina na segunda vírgula. A frase estava longa demais para se ler normal e naturalmente.
