Uso do ING (gerúndio) em inglês

Olá pessoal, já vi alguns casos de usar o "to + um verbo no ing"
por exemplo num site (better at english) tem um tópico sobre como dizer as horas, ai a moça fala:

"[...] American and British English usage when it comes to telling time "

e uma musica que o cantor fala:

"No one knows what it's like, to be hated, to be fated to telling only lies "

Será que é algo com o verbo to tell em sí, pq nos dois exemplos q eu vi é o verbo to tell, ou seria só coincidência mesmo?

eu poderia ter falado " when it comes to tell time" e " to be fated to tell only lies" ? se sim, teria algum diferença, qual é mais usado, etc.?
